PAID is a public authority incorporated by the City of Philadelphia in 1967.

WHAT IS PAID?

PAID is a public authority incorporated by the City of Philadelphia in 1967, authorized under the Economic Development Finance Law of the Commonwealth of Pennsylvania. It is organized to undertake three main activities to support economic development in Philadelphia.

First, PAID is a vehicle through which PIDC manages land and buildings for itself and on behalf of the City, including property acquisition, improvement, environmental remediation, and lease or sale for development. Second, PAID also issues taxable and tax-exempt bonds on behalf of nonprofit organizations, qualified manufacturers, other exempt organizations, and the City of Philadelphia. Finally, PAID serves as a conduit for federal, state, and local governmental contracts and grant program funding for economic development projects throughout the city.
