Request for Proposals from Tax Firms to provide tax preparation to Philadelphia Small Businesses

The City of Philadelphia launched the Philadelphia Free Business Tax Preparation program to provide small businesses earning less than $250,000 in revenue with free local, state and federal tax preparation assistance. That includes navigating several changes to the City’s tax structure.

This program is administered by the Department of Commerce.

Currently, the program has tax professionals that will provide free business tax assistance collectively in English, Ukrainian, Mandarin, Cantonese, Russian, Spanish, Japanese, Italian, French, Laotian, Korean, Vietnamese, Arabic.

The Department of Commerce is actively seeking additional tax professionals citywide including to expand capacity in Council Districts 6 and 9. Firms offering services in Haitian Creole, Khmer and Portuguese are especially encouraged to apply.

The City seeks highly qualified, customer service focused firms to submit proposals describing how they can meet the tax preparation needs of small businesses. We seek Philadelphia based firms in all areas of the city, with physical locations as well as virtual services. Firms are required to have a physical location in Philadelphia. This RFQ is issued by PIDC on behalf of the City of Philadelphia-Department of Commerce.
