Request for Service Proposal from consultant firms to become part of the Business Professional Services

Family-owned and independently operated businesses in low to moderate income neighborhoods are often deeply focused on the day-to-day operations and sustaining their enterprises, leaving limited capacity to dedicate time or financial resources toward implementing improvements to systems to support long term growth.

While established small business owners may have access to professionals for support with marketing, such as taking product shots, posting on social media or helping with menu design, they may need support to review a lease agreement, writing a contract, trademarking a product, or negotiating a better deal.

The purpose of this RFP is to establish a network of professional service providers that can support businesses in their growth efforts and expand access to expertise beyond their immediate personal and professional networks.

The Business Professional Services program aims to address these challenges by referring businesses with specific needs, such as marketing, legal assistance and other professional services to the provider to conduct a pre-service assessment of the business to determine the needs of the business. Once the pre-service assessment is complete, the provider will then draft a plan based on the identified programmatic needs and services along with a price estimate based on agreed price lists for the cost of business operational improvements.

Commerce will review and amend or approve a proposed scope. If Commerce approves, and if the business owner reviews and accepts the plan’s offerings, the provider and owner will then work together to meet the goals for improvement, on an agreed upon timeline, and report monthly to the Commerce Department on the progress of the partnership. Commerce will issue payment once the service has been completed. This program will be managed entirely within a program management software to be determined by Commerce.
