ADA Curb Ramp Construction & Business Scaling Capacity

Seeking a consultant (i.e., the “mentor”) to design and manage a training program to increase the capacity of small and local Philadelphia contractors (i.e., the “protégés”) to be qualified to construct ADA curb ramps.

Pedestrian curb ramp construction is an important infrastructure investment to ensure that the City of Philadelphia’s streets are accessible for all people as mandated by the United States Americans with Disabilities Act (ADA). There is a large volume of ramps required for construction or re-construction in Philadelphia, and there is also a need to ensure a larger pool of qualified contractors exists to meet the demand efficiently. At the same time, historically in Philadelphia there has been a disparity in opportunities to compete for construction projects like curb ramp construction. This specifically constrains small and local business contractors. To mitigate this, the City of Philadelphia, through PIDC, is seeking expert services in developing a mentor-protégé program for ADA curb ramp construction. The program will consist of both classroom and on the job construction training. The selected team(s) will be responsible for delivering the business development services outlined below, as well as the completion of ADA curb ramp construction in key locations in accordance with Streets Department standards.

Please note that while protégé contractors should take on a majority of construction tasks, the successful respondent(s) will ultimately be responsible for the completion of construction of the identified ramps.
