Historical Context

The Lower Schuylkill area of Philadelphia boasts a rich industrial heritage, serving as a vital economic artery for the city. In 2013, the City of Philadelphia introduced a comprehensive master plan to revitalize this 3,700-acre corridor, aiming to transform it into a vibrant, 21st-century industrial campus featuring a diverse array of businesses and employment opportunities.

The Birth of the Innovation District

A key component of this plan was the establishment of the Lower Schuylkill Innovation District, designed to leverage proximity to educational  and medical institutions as a way to foster research and development. This district is anchored by the Pennovation Works campus, a 23-acre site developed by the University of Pennsylvania to serve as a hub for innovation and collaboration.

Development of the Lower Schuylkill Innovation Campus

The Lower Schuylkill Innovation Campus (LSIC), formerly known as the Lower Schuylkill Biotech Campus, encompasses 40 acres across two 20-acre sites within this innovation district. Strategically located near University City—home to numerous research institutions and drug development firms—and adjacent to the Schuylkill River, the campus offers a unique blend of urban accessibility and natural beauty. It remains a cornerstone of PIDC’s vision for inclusive growth and innovation in Philadelphia.

Recent Progress and Future Plans

PIDC has made significant strides in preparing the LSIC for development. Federal, state, and local funding have facilitated environmental assessment and remediation efforts, ensuring the site is ready for future use. Infrastructure improvements, such as the extension of the Schuylkill River Trail and enhancements to the Lindbergh Boulevard and Grays Avenue Corridor, are underway to improve accessibility and connectivity with local neighborhoods.

Adjusting to a Changing Landscape

In collaboration with our Advisory Committee made up of community partners and stakeholder organizations, PIDC launched an extensive process to secure a development partner capable of delivering this transformative project. Despite strong initial momentum, evolving market conditions—including challenges in capital markets and life sciences nationally—led to the mutual decision to pause that partnership and revisit our strategy.

Community Engagement and Quality Jobs

Community partners and stakeholders have continuously expressed a desire for quality jobs that are accessible to neighborhood residents. PIDC remains committed to working with the Southwest Philadelphia community to connect residents to workforce training and job opportunities within the future campus. At full build-out, the development is anticipated to attract thousands of family-sustaining jobs, especially benefiting those who reside in the Southwest Philadelphia community.

A Renewed Path Forward

Our focus now turns to preparing the LSIC site for future opportunities, ensuring it is “shovel ready” when economic conditions improve. Planned activities include:

  • Cleaning and remediating parcels to eliminate contamination.
  • Improving accessibility and connectivity with local neighborhoods.
  • Extending the Schuylkill River Trail, enhancing public waterfront access.
  • Working in partnership with neighborhood organizations, city departments, and state agencies to make the Lower Schuylkill a cleaner, greener, safer place for residents, local businesses, and visitors.
