A New Beginning for Philadelphia’s Homeless Youth Starts at Covenant House

What was once a vacant building on Germantown Avenue will soon provide safe, stable housing for young people experiencing homelessness—meeting a critical need in Philadelphia.

Through New Markets Tax Credit (NMTC) financing, PIDC partnered with Covenant House Pennsylvania (CHPA) to help transform the 13,230-square-foot, three-story property into 12 units of transitional housing for youth ages 18–24. Located just around the corner from CHPA’s headquarters, the site will expand access to critical programs and services, making it easier for residents to get the support they need, when they need it.

For CHPA, this project is about much more than increasing capacity—it’s about deepening impact.

“At Covenant House Pennsylvania, we know that young people experiencing homelessness need more than just a safe place to sleep — they need stability, dignity, and a foundation to rebuild their lives,” said Alexia Clarke, Site CEO of Covenant House Pennsylvania. “Thanks to this project, we were able to expand our capacity, increasing the number of beds available through our Embrace Transitional Housing program”

Since 1999, CHPA has provided comprehensive, 24/7 support for young people facing homelessness and human trafficking, offering emergency shelter, transitional housing, street outreach, and wraparound services at no cost.

This new development will strengthen CHPA’s Embrace Transitional Housing program by increasing the number of beds available and creating space designed for long-term success. The first floor will serve as a hub for connection and opportunity, with commercial, office, and community space, where they’ll host job fairs, events, and educational workshops.

“New Markets Tax Credits unlocked something we simply could not have built without them: more housing and more opportunities for young people facing homelessness,” said Clarke. “Because of this partnership, more youth are now moving into safe, stable housing — joining the 85 percent of transitional housing residents who exit our programs on a path toward long‑term independence.

PIDC’s investment—$1.78 million in NMTC equity as part of a $7.4 million total project—helped bring this vision within reach, while also delivering meaningful economic impact in a deeply distressed community.

The project is expected to create 5 full-time jobs and retain 54 positions, with more than 79 percent percent of roles accessible to individuals without a four-year degree. All full-time employees are projected to earn a living wage and receive comprehensive benefits, including healthcare, paid time off, and tuition reimbursement.

Importantly, the project also includes targeted employment programming for youth with disabilities or chronic mental health conditions—ensuring that opportunity is accessible to those who need it most.

“PIDC’s team didn’t just connect us to financing—they walked with us through every step of an incredibly complex process,” Clarke added. “Their patience, responsiveness, and genuine belief in our mission made what could have been overwhelming feel manageable.”

Located in a census tract facing high poverty and unemployment, this project represents a strategic investment in both people and place—turning a vacant property into a vibrant, service-rich environment that strengthens the surrounding neighborhood.
