Request for proposals to develop and implement the City of Philadelphia’s Capital Access Fund & Bonding Program

The City of Philadelphia, through PIDC, is seeking a Fund Manager and Program Administer (‘FMPA”) to develop and implement the City of Philadelphia’s Capital Access Fund and Bonding Pilot Program. The FMPA will deliver all components of the pilot phase, including specific services related to: Project Management; Outreach and Assessment; Bonding Education, Prequalification, and Underwriting; Capital Access Administration; Funds Control Management; and Loan Repayment. The FMPA should have extensive financial experience and risk management capabilities. At the completion of the pilot phase, the City will consider an expansion of the program to cover additional initiatives.
