PWD.SMIPpicThe City of Philadelphia, through the Philadelphia Water Department (PWD) and PIDC, has created the Stormwater Management Incentives Program (SMIP) and the Greened Acre Retrofit Program (GARP) to offer incentives and assistance to non-residential PWD customers and contractors. These programs aim to stimulate investment in and utilization of stormwater best management practices, which reduce stormwater pollution to the City’s sewer and surrounding waterways and enhance the region’s watersheds.

SMIP provides grants directly to non-residential property owners who want to construct stormwater retrofit projects.

GARP provides grants to contractors, companies or project aggregators who can build large-scale stormwater retrofit projects across multiple properties.

SMIP

SMIP projects are evaluated based on a variety of criteria, including total volume of stormwater managed, cost competitiveness and other environmental and educational benefits. Competitive applications will limit grant requests to $100,000 per impervious acre or less and manage at least the first 1” of runoff. Applicants must be the property owner, PWD customer or tenant with permission from the property owner. All recipients will be expected to execute an Economic Opportunity Plan and Operations and Maintenance Agreement as part of the subgrant agreement. Once the stormwater project is constructed, recipients will be eligible for credits against their stormwater charge.

GARP

GARP funding is eligible to companies or project aggregators who are able to develop a stormwater management plan on properties that total at least 10 acres in project size located in Philadelphia’s combined sewer service area only. The aggregator will be the direct recipient of funds but must provide agreements or contracts with all participating property owners as part of the grant application. All property owners must execute an Operations and Maintenance Agreement with PWD, and the project aggregator must execute an Economic Opportunity Plan as part of the subgrant agreement. Competitive applications will limit grant requests to $90,000 per impervious acre managed or less. Once the project is constructed, participating property owners (or customers) will be eligible for credits against their stormwater charges.

Process

Applications for both SMIP and GARP can be submitted at any time. Announcements will be made towards the end of each fiscal quarter. Applications not selected in a particular round will have the opportunity to be rolled over to the next without having to resubmit. Applications for both programs will be available through PIDC on their Development and Contract Opportunities page. Applications must be submitted via CD-ROM or flash drive to PIDC.
