Philadelphia’s maritime industry—anchored by the historic Philadelphia Navy Yard —has played a vital role in the city’s economy for generations, creating jobs, supporting businesses, and connecting communities to opportunity. A new $24 million investment from JPMorganChase will help strengthen this ecosystem by expanding access to capital, supporting workforce development, and building pathways to economic growth across the Philadelphia region.

As part of this commitment, PIDC Community Capital, our community development financial institution (CDFI), will receive a $5 million loan to expand flexible financing opportunities for businesses in the maritime, defense and manufacturing sectors to grow, innovate, and create quality jobs.

Additionally, PIDC Community Capital, in partnership with the Delaware Valley Industrial Resource Center (DVIRC), received a $1.5 million grant to strengthen the maritime supplier base supporting the Navy Yard. The funding will provide technical assistance to as many as 100 commercial maritime suppliers, helping local businesses build capacity and compete for new opportunities. Together, this funding will support the businesses shaping the next chapter of Philadelphia’s shipbuilding industry.

“Philadelphia has always been a city that builds. Strengthening the shipbuilding ecosystem is an opportunity to create quality jobs, support local businesses and invest in the workforce that will power the next generation of advanced manufacturing and industrial growth,” said Jodie Harris, President of PIDC. “This initiative, made possible by JPMorganChase’s strategic investment and partnership, demonstrates how cross-sector collaboration can help Philadelphia compete, attract investment and contribute to industries that are critical to America’s economic growth and prosperity.”

The announcement also includes a $2 million grant to The Skills Initiative to support workforce development efforts, including those connected to Hanwha Philly Shipyard’s expansion. By expanding training opportunities and career pathways, this funding will help prepare more residents for jobs in advanced manufacturing, shipbuilding, and other high-growth industries.

JPMorganChase is also investing in regional economic growth through a $2.4 million grant to the Greater Philadelphia Growth Partnership, a collaborative effort of regional partners, including PIDC, focused on strengthening the region’s economy and expanding opportunity. The grant will support efforts to build sustained regional capacity, connect talent pipelines to high-growth sectors, and advance measurable economic impact across the Philadelphia region.

Together, these commitments reflect the power of collaboration—bringing together businesses, workforce organizations, financial institutions, and economic development partners to ensure that companies have access to capital, employers have access to talent, and residents have access to opportunity.

They also reinforce the importance of collaboration in driving economic growth. Through expanded access to capital, stronger workforce pipelines, and regional partnerships, PIDC is proud to work alongside JPMorganChase, The Greater Philadelphia Growth Partnership, the DVIRC, The Skills Initiative, and other partners to create lasting opportunities for businesses, workers, and communities across Greater Philadelphia.
