Dominique has been a rising force in the Philadelphia commercial real estate industry for the past 15+ years. She is currently the vice president of real estate for Thomas Jefferson Health & University system, where she manages a portfolio estimated to be well worth over $6.5 billion and includes approximately 15 million SF. She oversees the lease portfolio as well as acquisitions/dispositions of real estate. Her focus is to ensure the proper monetization of optimizing assets to the highest and best use.
Previous Experience:
Previously she was the deputy commissioner of the real estate management division of the Department of Public Property, overseeing and managing the real estate portfolio for the City of Philadelphia, which included all acquisitions, dispositions, leases, and land (vacant & occupied). She worked on some of the most progressive real estate transactions on behalf of the City such as the Police Headquarters, 4601 Market Street, 500 South Broad Street, and many others. When at the City, she introduced social impact requirements to real estate proposals and made it a priority to invest and build up commercial corridors that have been traditionally neglected.
Prior to working at the City of Philadelphia, Dominique worked as a first vice president of transaction & advisory services for the largest global real estate firm, CBRE, specializing and focusing mainly on retailers, landlords, and developers in curating corridors in Center City, University City, Fairmount, North Broad Street Corridor, Brewerytown, and Graduate Hospital in Philadelphia. Dominique has worked with Cushman & Wakefield growing their retail division in Center City Philadelphia as well as with Concordis Real Estate as an office broker, and with the Leon Sullivan Charitable Trust where she assisted with redevelopment needs in West and North Philadelphia neighborhoods.
Prior to entering the commercial real estate industry, Dominique started her own consulting firm where she facilitated economic development opportunities for businesses and nonprofits. She assisted over 200+ businesses with access to multiple resources such as planning solutions for growth, expansion, or relocation in the metropolitan Philadelphia region.
She worked at Philadelphia Workforce Investment Board by writing policy and later went to work with Philadelphia Workforce Development Corporation (now known as Philadelphia Works) as an account executive and community manager. However, her first entry into the professional workforce was with JP Morgan Private Bank on the private wealth management where she worked with international clients in the Middle East and European division.
Professional, Corporate, Civic Leadership:
Dominique actively participates in professional organizations that tie her to community service such as Alpha Kappa Alpha Sorority, Inc., The Links, Inc., and Jack and Jill of America, Inc. Her various roles in real estate marry both her love of commercial real estate with her community and economic development experience to create additional value to communities where impact is needed most. Her desire is to improve lives through real estate planning and sustain them with benefits that reflect the communities highest and best needs.
Personal Life:
Dominique is a proud Temple Owl where she earned her bachelor’s degree and later became a Wildcat earning her executive MBA at Villanova University. She is a proud mother of two young ladies — Noelle and Nyla. She loves traveling (she has visited over 35+ countries to date), competes in triathlons, and has a strong interest in the arts.

Lee Huang brings over 20 years of experience in economic development experience to Econsult Solutions’ (ESI) public, private, institutional, and not-for-profit clients. He leads consulting engagements in a wide range of fields, including higher education, economic inclusion, environmental sustainability, historic preservation, real estate, neighborhood economic development, non-profits, retail, state and local government, strategic planning, tax policy, and tourism/hospitality. His economic inclusion work has included analyses of the utilization of minority- and women-owned businesses in municipal contracts in Philadelphia, as well as examinations of home lending, business lending, and branch location patterns in Philadelphia, Washington, DC, and New York City.
Previous Experience:
Prior to joining ESI, Lee was a director with Econsult Corporation, where most recently he served as executive vice president. From 1995 to 2005 he managed The Enterprise Center, an entrepreneurial center in West Philadelphia, where he acquired extensive experience in day-to-day management as well as strategic decision making. He was also founder of The Enterprise Center’s YES (Youth+Entrepreneurship=Success) program, and director of Cities Beyond, The Enterprise Center’s consulting department.
Professional, Corporate, Civic Leadership:
From 2018 to 2021, Lee served as one of the nine Philadelphia Board of Education members appointed by Philadelphia Mayor Jim Kenney which oversees the School District of Philadelphia. Lee also serves on the advisory boards of several civic organizations, including Asian American Chamber of Commerce, Cities Changing Diabetes (Philadelphia chapter), City School, Missio Seminary, Philadelphia Association of Community Development Corporations, PHL Diversity, and University Place Associates. He is also a member of British American Project and the James Brister Society at Penn.
Additional Experience:
Lee earned a Master of Public Administration from the Fels Institute of Government at the University of Pennsylvania, where he also received certificates in Public Finance, and Economic Development and Growth. Lee received a Bachelor of Science degree in economics from the Wharton School of Business at the University of Pennsylvania, with a dual concentration in accounting and management.

Last summer, PIDC announced that longtime PIDC Board of Directors and Executive Committee member, Salvatore J. Patti, was elected by the Board to serve as the new PIDC and PIDC Community Capital chairperson. We also appointed several new Board members and Executive Committee members last year.
