Obtaining your certifications as a woman, minority, or disabled business enterprise (M/W/DSBE) can help grow your business and open new opportunities including government contracts, procurement programs, and networking opportunities. PIDC supports entrepreneurs and fosters a community that benefits Philadelphians from all backgrounds. That’s why we put together this guide to help you understand and navigate the M/W/DSBE certification process:

1. Understand the requirements for certification.

In order to register your business as a woman, minority, or disabled owned business enterprise, your business must be 51% owned and operated by a person who is an ethnic minority, a woman, or disabled as determined by a doctor.

2. Choose a certifying organization.

There are agencies throughout Philadelphia that can certify your business. The City of Philadelphia’s Office of Economic Opportunity (OEO) keeps a list of agencies that can help you with the certification process. You will be directed to a link that includes different resources and agencies in the city that can certify your business as minority, woman, or disabled-owned. PIDC itself does not manage certification.

3. Gather required documentation.

Gather documentation that determines the status of your business such as tax returns, proof of ownership and control, and personal identification such as your driver’s license, passport or birth certificate. Your certifying agency should let you know exactly what they’ll need.

4. Complete and submit your application.

Once you choose an agency to certify your business, fill out the application thoroughly and accurately providing detailed information about your business. Be sure to attach all required documents. Remember to create an account to keep track of your process

5. Await certification status.

After submission, it can take up to 90 days for your certification application to be reviewed and approved. Make sure you don’t miss your approval by regularly checking your email’s main inbox and spam folder.

6. Congratulations, your business is now M/W/DSBE-certified!

Once you have received your certification in your email, you are now certified as a minority, woman, or disabled-owned business. Your business will then be placed on the Office of Economic Opportunity’s certification vendor directory. As a result, you will gain business exposure and explore new and exciting contracts open to M/W/DSBE-certified businesses.

By following these steps, you can navigate the certification process successfully and open doors to new opportunities for your business.
