The City of Philadelphia Department of Commerce is requesting proposals from Philadelphia non-profit neighborhood-based organizations to fund development costs related to the construction of commercial (and/or the commercial portions of mixed-use) development.  Recipients will be organizations that can demonstrate the capacity to complete the project.  Awards will be in the range of $300,000-$500,000 to projects that will enhance employment opportunities, primarily for low and moderate income persons, and increase the availability of goods and services in low and moderate income neighborhoods.

The Request for Proposals (RFP) for the Neighborhood Economic Development (NED) Program is now posted online.

The on-line proposals are due by 5PM on June 26, 2017.

The hard copies are due in the Commerce office due by 5PM on June 30,2017.

This program is funded with HUD Community Development Block Grant funds and subject to CDBG requirements and regulations.  Questions may be asked at the briefing and/or submitted via email in advance of the briefing.  Please refer to the RFP for details on how to submit questions and for information on eligibility and proposal submission.
